No Appointments at the Italian Consulate for a Student Visa: What to Do If Slots Are Unavailable for Months

Many students from Pakistan who have been admitted to Italian universities face the same issue: no available appointment slots at the Italian consulate. The booking system may remain closed for weeks or even months, despite having a valid university admission and an approaching academic start date.
It is important to understand that the absence of an appointment slot is not a visa refusal. It is an administrative issue, often caused by consulate overload.
Under Italian administrative law, a consulate is required to process visa applications within a reasonable time. If access to submission is effectively blocked, the applicant may have grounds for legal action.
In practice, two legal tools are used:
  • a formal legal notice (diffida) sent to the consulate;
  • an urgent application to an administrative court requesting that the consulate be ordered to assign an appointment.
This action does not guarantee visa issuance, but it can restore access to the procedure and result in an official appointment for document submission.
